BEGINS:

"Civil Affairs Directive to the Chief Civil Affairs Officer in Hong Kong,"

1. You have been appointed to act as principal staff officer on matters relating to Civil Affairs, to the C.-in-C. and Head of the Military Administration in Hong Kong. You will operate under his general direction and instructions and will exercise such powers as he sees fit to delegate to you from time to time:

2. In order to enable you to carry out these duties you will be provided with a war Establishment of about 314 officers with the appropriate subordinate staff and equipment.

3. Your objectives are the maintenance of law and order and the prevention of disease and unrest. This will involve, amongst other things :-

(i)

The establishment of a police force.

As it has not been possible to provide you with adequate personnel for this purpose, you will have to rely at first on such military personnel as the C.-in-C. can spare for the purpose.
